New Passport Rules: Passport for Minors Valid for 5 Years

The Government of India has made a new change in the passport rules. The Ministry of External Affairs published the Passports (Amendment) Rules, 2026 in the Official Gazette of India. According to the new rules, the validity of a 36-page ordinary passport of a minor will be for 5 years or till the minor attains the age of 18 years, whichever comes first. The passport fee structure also have changed.
New Passport Rule for Children Below 15 Years
As per the new passport rules, the 36-page ordinary passport issued to children below 15 years of age will be valid for 5 years. However, if the child turns 18 during this period, the validity of the passport will expire at that time. For example, if a child gets a passport at the age of 14, even though the nominal validity of the passport is five years, its validity will end when the child turns 18. The full five-year period will not be available.
Passport Fees have also Changed
According to Passport Seva, the passport application fee has been revised from July 1, 2026.
As per the current fee structure,
- 36-page passport for minors below 18 years: Rs 1,750
- Tatkaal additional fee: Rs 2,500
- The total Tatkaal fee for a new passport can be Rs 4,250, if the applicant qualifies for the service.
New Fees for Regular Passports
As per the current fees of Passport Seva, if a minor between the ages of 15 and 18 wants to get a passport with full validity of 10 years, then the application fee for a 36-page passport is Rs 2,500 and an additional fee of Rs 2,500 for the same. The application fee for a 60-page passport is Rs 3,500 and an additional fee of Rs 2,500 for the same.
10% Discount on Passport Fees for Children up to 8 Years
According to Passport Seva, there is also a concession on passport fees for some categories. Children up to 8 years of age and senior citizens above 60 years of age are eligible for a 10% discount on the basic passport fee for fresh passport applications. This discount is not applicable for re-issue applications.
Check the Fees Before Applying
As the passport fees have been revised from 1 July 2026, it is advisable to check the current fee structure of Passport Seva before applying. The main change in the new 2026 revision is the provision regarding the validity of passports for minors.
